Many offshore oil and gas fields in the North Sea region are nearing their end-of-production date. Instead of closing the wells and removing the installations and pipelines, it is possible to reuse the infrastructure for carbon capture and storage (CCS). However, as infrastructure becomes available for reuse today, the CCS industry is not yet in a position to make use of it. As a result, there is a temporal gap between the end of hydrocarbon activities and the start of CO2 storage activities.

Joris Gazendam LL.M, of the University of Groningen’s Centre of Energy Law, discusses the legal aspects of reusing offshore hydrocarbon infrastructure for CCS. What are the reuse options under the decommissioning regimes of Norway, the Netherlands and the United Kingdom will be discussed. And how might the temporal gap problem be solved?   • About the presenter Joris Gazendam holds a Master in legal research and Dutch law, and is currently completing his PhD on offshore wind energy with cross-border interconnectors. He is undertaking research within the ALIGN-CCUS project’s Work Package 3 on strategic storage for European industrial clusters. This webinar is based on a series of workshops he has recently delivered as part of the project.
