The Tees Valley Combined Authority (TVCA) is a statutory body for Tees Valley in the north-east of England, which was formed to make decisions on key strategies relating to economic development, transport, infrastructure and skills. The Local Enterprise Partnership, Tees Valley Unlimited, is a public private partnership aimed at delivering economic growth in Tees Valley. The Teesside Collective is a cluster of energy-intensive industries with a shared vision: to create a CCS-equipped industrial zone, together with a CCU research centre.

Teesside Collective published a blueprint for delivering Industrial CCS in the UK in 2015. TVCA will provide data, support and advice for ALIGN-CCUS to build on the published blueprint of technical findings for capture, transport and storage of CO2 from the Teesside industrial cluster and ongoing investigation of financing mechanisms for capture clusters. It will also participate in the project, gaining trans-national benefit, cost reduction and technical integration within an industrial cluster.
